The Commissioner for Television and Entertainment Licensing, acting under the power delegated by the Broadcasting Authority ("BA") to her as the Principle Executive Officer of the BA, has approved that domestic pay television programme service licensees may deviate from the requirement in paragraph 1 of Chapter 8 of the Generic Code of Practice on Television Advertising Standards to display visual logos, commercial names or trademarks within programmes on the sports channels.

This deviation of the Code allows sales opportunity for certain programme features on sports programme namely a) timer display, b) score board, c) real time score board, d) pre-match information and e) golden moment replay. The display of visual logos, commercial names or trademarks in the above programme features are subject to several conditions and should comply with the relevant provisions, including, without limitation, the Advertising Code.

This approval takes immediate effect. The BA reserves the right to review, revoke or vary the content of this approval and the conditions attached to it.

 

 

 

Generic Code of Practice on Television Advertising Standards


The Commissioner for Television and Entertainment Licensing, acting under the power delegated by the Broadcasting Authority ("BA") to her as the Principal Executive Officer of the BA, has approved that domestic pay television programme service licensees may deviate from the requirement in paragraph 1 of Chapter 8 of the Generic Code of Practice on Television Advertising Standards to display visual logos, commercial names or trademarks within programmes on their sports channels in the following formats -

 

(a) Timer Display

Visual logos, commercial names or trademarks may be displayed together with the countdown clock subject to the following conditions -

 

(i) such logos, commercial names or trademarks shall either be at the top left corner or top right corner of the screen;

 

(ii) the size of such logos, commercial names or trademarks shall not exceed 200 (width) x 58 (height) pixels;

 

(iii) the duration of each display shall not be more than 10 seconds;

 

(iv) the frequency of such display shall not be more than once per 10 minute interval; and

 

(v) not more than one logo, commercial name or trademark shall be shown in each display.

 

(b) Score Board

Visual logos, commercial names or trademarks may be displayed together with the scores of the match being broadcast subject to the following conditions -

 

(i) such logos, commercial names or trademarks shall be at the bottom of the screen;

 

(ii) the size of such logos, commercial names or trademarks shall not exceed 160 (width) x 100 (height) pixels;

 

(iii) the duration of each display shall not be more than 10 seconds;

 

(iv) the frequency of such display shall not be more than once per 10 minute interval; and

 

(v) not more than one logo, commercial name or trademark shall be shown in each display.

 

(c) Real Time Score Board

Visual logos, commercial names or trademarks may be displayed together with scores of other live matches, subject to the following conditions -

 

(i) such logos, commercial names or trademarks shall be at the bottom left corner of the screen;

 

(ii) the size of such logos, commercial names or trademarks shall not exceed 106 (width) x 106 (height) pixels;

 

(iii) the duration of each display shall not be more than 30 seconds;

 

(iv) the frequency of such display shall not be more than once per 10 minute interval; and

 

(v) not more than one logo, commercial name or trademark shall be shown in each display.

 

(d) Pre-match Information

Visual logos, commercial names or trademarks may be displayed together with pre-match information superimposed on the screen, e.g. list of players and team information, subject to the following conditions -

 

(i) the size of such logos, commercial names or trademarks shall not exceed 160 (width) x 100 (height) pixels; 

 

(ii) the duration of each display shall not exceed 10 seconds; 

 

(iii) the frequency of such display together with the same type of information shall not be more than once per 10 minute interval; and

 

(iv) not more than one logo, commercial name or trademark shall be shown at one time. 

 

(e) Golden Moment Replay

Advertiser's logos may fade in before replay of significant moments subject to the following conditions -

 

(i) advertiser's logo may be displayed full screen at the first second, then it shall fade out by digital video effect;

 

(ii) the duration of each display shall not be more than three seconds;

 

(iii) the frequency of such display shall not be more than six per event;

 

(iv) not more than one logo shall be shown in each display.
